UNIX Systems Administrator (ELT-USA-01)

Minimum / General Experience:
Six (6) years of total experience. Four (4) years specialized in working with Sun Microsystems equipment or UNIX platforms by HP or IBM in Systems Administration capacity with responsibility for one or more development and production systems. Two (2) years of specific experience working in High Availability (HA) environment. This position is expected to contribute and share project management skills and technical expertise with other members of the UNIX team. This individual will serve as backup for other UNIX Systems Administrators. He/She will be proactive and innovative, to ensure that the systems provide full reliability and good services to the community of users at any time.

Functional Responsibility:
Provide support to users, at Government site, by adding new accounts, answering their questions and troubleshooting their problems. Insure consistent and reliable backup. Monitor system activity and tune system parameters and configurations to optimize performance; monitor disk space and control usage. Monitor Availability of the Systems and guarantee uptime with clustering technology Minimum Education: Bachelor Degree in Computer Science, Engineering, Information Systems.

Systems Analyst (ELT-STA-01)

Minimum / General Experience:
Ten (10) years of total experience in information technology. Five (5) years of specific experience in providing system programming support for mainframes and servers by IBM, HP, and UNISYS to include hardware and software, and selected third-party software.

Functional Responsibility:
Must have five (5) years of experience with Unisys A Series or ClearPath ALGOL, COBOL ANSI 74, DMS II, COMS, TCPiP communications and MCP operating system, and a comprehensive knowledge of the Unisys ALGOL and OCALGOL programming languages. Five years of experience in supporting and administering Unisys A Series and/or ClearPath systems. Five years of experience in operations and development support on Unisys A Series and/or ClearPath systems. On Unisys A Series and/or ClearPath systems, possess the ability to troubleshoot and repair a comprehensive range of system problems including performance problems, network outages and disk crashes. Three years of experience with the Microsoft Windows NT 4.0 and/or Windows 2000 Professional operating systems. Minimum Education: Bachelor Degree in Computer Science, Engineering, Information Systems.

Sr Systems Analyst (ELT-STA-02)

Minimum / General Experience:
Twelve (12) years or total experience in information technology. Five (8) years of specific experience in providing system programming support for mainframes and servers by IBM, HP, and UNISYS to include hardware and software, and selected third-party software.

Functional Responsibility:
On-Site. Must have five (8) years of experience with Unisys A Series; CleaPath NX Series, ClearPath Server Plus Series. Experience with Unisys operating systems A-Series MCP; 1100/2200; UNIX; Windows; HTML and WEBTS. Programming languages and tools to include ECL ALGOL, COBOL ANSI 74, DMS II, COMS, TCPiP communications and MCP operating system, and a comprehensive knowledge of the Unisys ALGOL and OCALGOL programming languages. Eight years of experience in supporting and administering Unisys A Series and/or ClearPath systems. Eight years of experience in operations and development support on Unisys A Series and/or ClearPath systems.

Network Engineer I (ELT-NTE-01)

Minimum / General Experience:
Eight (8) years of total experience. Five (5) years of experience in providing engineering services in a Local Area Network and Wide Area Network to include design, install, and support of servers and communications equipment related to networks. Two (2) years of experience in computer security installing Firewalls and intrusion detection solutions.

Functional Responsibilities:
Experienced LAN/WAN technologies including migration, installation, and support; Configuration management; Systems Administration; Project Management. Install and configure servers and routers in Virtual Private Networks (VPNs). Install and configure network cards for various types of microcomputers connected by fiber optics cable and patch cables. Must be proficient Network Operating Systems such as Microsoft Windows (NT v3.51, v4.0 and NT2000.). Have installed Cisco routers/switches, Frame Relay circuits, Servers by Compaq, HP, and Dell. Engineer will perform services at the Government site. Minimum Education: Bachelor Degree in Computer Science, Engineering, Information Technology.

Network Engineer (ELT-NTE-00)

Minimum / General Experience:
Six (6) years of total experience. Four (4) years of experience in installing and maintaining LANs including servers and peripherals. One (1) year of experience working in a team environment setting-up WANs involving bridges and routers. One (1) year of working in installing secured networks including VPNs.

Functional Responsibilities:
Install and setup workstations on network in Ethernet and Token Ring. Install and configure Compaq, HP, and Dell Servers, HP printers, modems, NIC cards, hard drives, scanners, tape drives, CDROMs. Install and configure Microsoft Windows NT 3.51 & 4.0 Workstation, Server and Windows 95 on the network.

Minimum Education:

Help Desk Specialist (ELT-HDS-01)

Minimum / General Experience:
Three (3) years of total experience of which at least two (2) must involve providing technical support to end-user over the phone and at the desktop. Must have technical skills to troubleshoot and resolve hardware and software failures in a timely manner.

Functional Responsibilities:
Receive and log end-users trouble calls and react by troubleshooting these calls over the telephone or by attending the call at the end-user site. Resolve problems by replacing defective hardware. Install new hardware and software. Check on manufacturers’ new products, software patches, and drivers’ updates. Update the helpdesk database. Perform services at Government site.

Minimum Education:
Bachelor Degree.

UNIX Engineer (ELT-UNE-01)t

Minimum / General Experience:
Ten (10) years of general experience Information Technology field. Six (6) years of specific experience in systems administration, database administration, software development, systems engineering, and performance tuning/capacity planning experience in various UNIX environment.

Functional Responsibilities:
Serves as the focal point, technical expert, and authority in coordinating the installation of hardware, operating systems, and applications on UNIX platforms. Responsible for the day-to-day administration of servers, including backups. Provide the necessary documentations of the systems. Must be proficient at least in one of the following operating systems: HP/UX, Solaris, SunOS, DYNIX/ptx, AIX, UNIX System, SunSoft/Interactive, SCO UNIX and XENIX, ARIX, and DG-UX. In addition, must have administrative experience in one of the following: ORACLE, INFORMIX, PeopleSoft, DB2, and SYBASE.

Network Security Engineer (ELT-NIE-01)

Minimum / General Experience:
A total of ten (10) years experience. Six (6) years should be specialized experience. The individual has technical and engineering experience in computer and network security including vulnerability analysis, security systems design and implementation. Must have in-depth knowledge and Systems, Networks, and Firewalls.

Functional Responsibilities:
This engineer has experience in designing large-scale systems in compliance with standards for open systems architectures. Specialized experience, which includes supervision of network engineers and system analysts, use of structured analysis, design methodologies and design tools and techniques. Must also have experience with the logical and physical functional, operational, and technical architectures of large and complex information systems, communications, and local and WAN. Experience in working with multiple teams helping to set-up work design, install, technical reviews, testing inspections, and quality assurance.

Network Internet Engineer (ELT-NIE-00)

Minimum / General Experience:
Ten (10) years total experience with at least Five (5) in area of WEB technologies and E-Commerce Applications. 67

To provide technical lead expertise in the design and integration of systems. Has technical knowledge in networks; WEB development tools including XML, HMTL, and JAVA; and Databases. Has participated in the development and implementation of E-Commerce projects.

Lotus Notes Specialist (ELT-LNS-01)

Minimum / General Experience:
Twelve (12) years of total experience. Six (6) years of specific experience in Lotus Notes. Responsible for all aspects of the project including the design, integration, and documentations of the system.

Functional Responsibilities:
The technical lead responsible for designing phase, allocating all resources necessary of implementing the system including hardware, software, and technical services. Must have experience in installing new systems or migrating legacy systems. Manage a team of engineers and assure timely delivery of system while meeting technical requirements.

Minimum Education:
Masters degree in Computer Science, Information Systems, Engineering or other related disciplines.

Senior Developer (ELT-SDA-01)

Minimum / General Experience:
Eight (8) years of total experience. Five (5) years of specific experience in systems design, development, integration, and implementation. Two (2) years of development Full Life Cycle Systems. Knowledge of leading edge information technology and engineering tools for area of expertise required.

Functional Responsibilities:
Acts as the technical lead on general development efforts. Responsible for the system design, development, and specification translation to design. Provides technical direction and guidance to the development team.

Junior Developer (ELT-JDB-00)

Minimum / General Experience:
Six (6) years of total experience. Four (4) years of specific experience in systems design, development, integration, and implementation. Two (2) years of development Full Life Cycle Systems. Knowledge of leading edge information technology and engineering tools for area of expertise required.

Functional Responsibilities:
Works under the general supervision and direction of the Senior Developer and as a member of the development team. Assist in the design and integration of the system. Can be responsible for independent coding for a modular component of the system.

GIS Developer (ELT-GIS-01)

Minimum / General Experience:
Experienced Information Technology professional with demonstrated management, leadership and communications skills related to the engineering, integration, design, development and implementation of Geographic Information Systems. 10 years in Geographic Information Systems, 8 years project definition and management, 10 years UNIX/PC operating systems administration and integration, 10 years in Relational Database Management System administration and application development and 10 years in general programming language and application development.

Functional Responsibilities:
Responsible for large scale GIS project management, delivery, application development, implementation and maintenance. Design and implement large scale GIS applications/solutions for a wide user base across multi-tier management levels and systems integrations. Research and develop an ARC/INFO based Geographic Information System (GIS) applications. Utilized a wide range of technologies and techniques including: ArcView-Avenue, MapServer-Pre ArcIMS, Sockets, DDE, Message Queues, DCOM, ActiveX/OLE, Object Oriented design and ODBC/ADO/OLEDB

Quality Assurance Software Engineer (ELT-QAE-01)

Minimum / General Experience:
8 years of IT experience of which 6 performing software development testing in Client/Server, WEB, UNIX, and Windows NT/2000 environments. Perform requirement analysis and worked with Business Users to gather requirements. Develop test plans, test data, test scripts, test strategies, and test cases per system design and requirements documentation. Interacted closely with analysts, developers, and users to analyze and resolve system problems.

Functional Responsibilities:
To perform Integration, Conversion, User Acceptance, and Regression Testing of various applications. Perform test and analysis of ORACLE Forms and Java-based applications in a Client/Server and Web environment. Prepare and execute Test Plans and Test Cases against functional requirements. Perform tests to ensure data validity and population on both front and back ends. Document software defects in PVCS Tracker. Work closely with developers to resolve software defects in a timely manner.

Technical Writer (ELT-TWR-01)

Minimum / General Experience:
Six (6) years total experience with at least Three (3) in area of WEB technologies and E-Commerce Applications.
Functional Responsibilities: Technical writing experience in a software development environment. Expertise in designing and writing end-user documentation for software applications, including online help, user manuals, training manuals, and installation guides. Ability to work independently and acquire information through research, hands-on software testing, and interviews with subject-matter experts and end-users. Planning and estimating factors involved in creating effective documentation, audience analysis, and developing style guides for publications.
Minimum Education: Bachelor Degree in Liberal Arts or English Literature.

Project Controller (ELT-PMS-00)

Minimum / General Experience:
Ten (10) years of total experience. Five (5) years of specific experience serving as the lead scheduler/project controller for a large IT development project with a Federal agency.

Functional Responsibilities:
to demonstrate best-in-industry practices in all aspects of scheduling, to include WBS development, resource-loaded network development, resource leveling, earned value reporting, EAC reporting, schedule risk analysis, and the change control process. Also, support all levels of the project team or take the lead role with respect to project planning, schedule statusing, and control account management. Proficiency in extracting, analyzing and presenting earned value data is also required, along with strong working knowledge of winsight or similar earned value reporting tool.
Qualified candidates must also have experience working with MS Project Server, and have the expertise to troubleshoot and immediately resolve MS Project application and server issues.

Project Manager (ELT-PMS-00)

Minimum / General Experience:
This position requires a minimum of twelve years ADP experience. Experience includes increasing responsibilities in information systems design and management

Functional Responsibilities:
Serves as project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the ordering activity Contracting Officer (CO), the contract-level Contracting Officer’s Representative (COR), the task order-level COR(s), ordering activity management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems.

Minimum Education:
Masters degree in Public/ Business Administration, Information Systems, Engineering or other related disciplines.

Senior Functional Analyst (ELT-SFA-00)

Minimum / General Experience:
This position requires a minimum of ten years IT experience, of which at least eight years must be specialized in system functional analysis. Must possess superior functional knowledge of task order specific requirements and have experience in developing functional requirements for complex integrated ADP systems. Must demonstrate the ability to work independently or under only general direction.
Functional Responsibilities: Analyze user needs to determine functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships. Identifies resources required for each task. Provides daily supervision and direction to support staff.

Minimum Education: Master’s Degree Public/ Business Administration, Information Systems, Engineering or other related disciplines.

Principal Systems Architect (ELT-PSA-00)

Minimum / General Experience:
This position requires a minimum of ten years experience, of which at least seven years must be specialized. Specialized experience includes: supervision of system architects, use of structured analysis, design methodologies and design tools (such as IDEF 1x, entity relationship diagrams, and other design techniques), object oriented principles, and experience with the logical and physical functional, operational, and technical architecture of large and complex information systems. General experience includes increasing responsibilities in systems engineering.
Functional Responsibilities: Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems. Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. As appropriate, ensures these systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards – such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model – as they apply to the implementation and specification of Information Management (IM) solution of the application platform, across the application program interface (API), and the external environment/software application. Evaluates analytically and systematically problems of work flows, organization, and planning and develops appropriate corrective action. Provides daily supervision and direction to staff.

Principal Information Engineer (ELT-PIE-00)

Minimum / General Experience: This position requires a minimum of ten years experience in information systems development, functional and data requirements analysis, systems analysis and design, programming, program design and documentation preparation. Of the ten years general experience, a minimum of seven years specialized experience is required in the following: demonstrated experience in managing the implementation of information engineering projects and experience in systems analysis, design and programming. Demonstrated experience in the client/server environment. Proven managerial and supervisory skills. Demonstrated exceptional written and oral communications skills, including giving formal presentations to different audiences. Must demonstrate the ability to work independently or under only general direction

Functional Responsibilities:
Applies an enterprise-wide set of disciplines for the planning, analysis, design and construction of information systems on an enterprise-wide basis or across a major sector of the enterprise. Develops analytical and computational techniques and methodology for problem solutions. Performs enterprise wide strategic systems planning, business information planning, business and analysis. Performs process and data modeling in support of the planning and analysis efforts using both manual and automated tools; such as Integrated Computer-Aided Software Engineering (I-CASE) tools. Applies reverse engineering and re-engineering disciplines to develop migration strategic and planning documents.
